The Russian economy is facing a unique challenge due to the unexpectedly strong performance of the rouble. This has left many export-oriented businesses in a difficult position, and the government is now urging them to adapt.
A Strong Rouble, a Weak Economy?
The rouble's strength has surprised many, with a 46% increase since the start of the year. This is largely due to the central bank's policies and the hope for a peaceful resolution to the Ukraine conflict. However, this strength comes at a cost to the economy, particularly for major commodity firms that drive Russia's exports and tax revenue.
Most analysts and businesses expected a weaker rouble, with many believing its fair value to be around 100 to the US dollar. But these expectations have not materialized, leaving companies and the government with a new reality to navigate.
The Impact on Exports and the Government's Response
Economy Minister Maxim Reshetnikov addressed this issue at the "Russia Calling" investment conference, stating that the stronger rouble is here to stay due to weak imports and capital outflows. He emphasized that companies must adjust, as the exchange rate will be stronger than previously anticipated.
The government's policy of import substitution, aimed at replacing Western imports, has also contributed to the rouble's strength. Reshetnikov acknowledged that several large export-oriented projects, supported by the government, may not be profitable at the current exchange rate and may need to be abandoned. These include major initiatives by Sibur, Gazprom, and billionaire Alisher Usmanov.
"We will have to live with these new realities," Reshetnikov said, adding that some enterprises are mistakenly hoping for a weaker rouble, a strategy that is no longer viable.
The Role of Cryptocurrency and Government Policies
Central Bank Governor Elvira Nabiullina highlighted that the rouble's share in payments for Russian exports has reached 57% this year, a significant increase from 14% in 2021. This shift is partly attributed to the falling demand for foreign currencies, which Andrei Kostin, CEO of VTB, Russia's second-largest bank, believes is unsuitable for exporters and the government.
Maxim Oreshkin, President Vladimir Putin's economy aide, identified cryptocurrency mining as a factor in the reduced demand for foreign currencies, as it provides an alternative means of payment for some imports. Additionally, government decisions to limit imports, such as increased fees for foreign-made cars and restrictions on gray imports, have also played a role.
Oreshkin noted that foreign investors are finding ways to invest in high-yielding Russian assets, like government bonds offering around 13% yield, which is contributing to capital inflows and supporting the rouble. He suggested that if the government wants a weaker rouble, it needs to actively increase imports, a strategy he doesn't currently see being implemented.
